The Israeli Health Basket (Sal Habriut) is Israel's national reimbursement program, providing public funding for medicines, medical technologies and healthcare services under the country's universal healthcare system. Inclusion in the Health Basket enables nationwide reimbursement through Israel's four HMOs and represents one of the most important milestones for successful market access in Israel.
An Evidence-Based and Competitive Process
Each year, the MoH appoints an independent public committee to evaluate new technologies competing for inclusion in the Health Basket. The committee reviews clinical benefit, unmet medical need, budget impact and the overall value each technology brings to patients and the healthcare system.
As the annual budget is limited, only a portion of the submitted technologies are ultimately selected for reimbursement, making the process highly competitive and strategically important.
